ICAO preparing a joint position to ITU WRC-23
Radio Frequency (RF) interference and spectrum congestion of L-band, potentially affecting the 1090MHz Automatic Dependant Surveillance-Broadcast (ADS-B) and Global Navigation Satellite System (GNSS) signals, are often cited as risks to ADS-B implementation; a view that was reaffirmed by stakeholders in the SESAR Deployment Manager (SDM) ADS-B survey of 2020, and on which SDM is shortly due to report in the 2020 edition of the ADS-B Implementation Plan.
In conjunction to the management of this risk, SDM would like to notify the concerned stakeholders of the recent ICAO State Letter “E 3/5-20/103”, dated 26th November 2020, which contains the draft ICAO position relating to the forthcoming International Telecommunication Union (ITU) World Radiocommunication Conference scheduled in 2023 and is distributed for comments. Based on the outcome of the consultation process, the final ICAO position for the WRC-23 will be decided next year and then dispatched in preparation to the WRC-23.
SDM invites concerned stakeholders to engage with their national authorities and ensure that their concerns are properly reflected in the consultation process.
